Importing a Classic From the USA: The Value Behind the Duty

Published 2 November 2026 ยท 6 min read

On a classic car from the USA, duty and VAT start from the customs value: for most purchases the price paid, plus transport and insurance to the UK border, in pounds. The bill of sale or invoice is the evidence, so the document you keep matters as much as the car. Classics add their own problems, because prices are set by condition and history, deals are often private, and the paperwork can be thin. This guide covers the value; the tax and the customs declaration are handled by a customs agent.

A classic from the USA is often bought at auction, from a private seller or from a collector, and the price on the paper may not look like a guide price. That does not make it wrong, but it does mean the paper has to carry the weight. We set out what GOV.UK counts and where classics tend to differ. Customs, NOVA and the DVLA paperwork are handled by Classic Import Co, a company we work with regularly; we value the car.

What value does HMRC start from on a classic?

The same as for any car: Method 1, the "price paid or payable by the buyer to the seller for the goods when they are sold for export to the UK", with transport and insurance to the UK border added. GOV.UK says to use the seller's invoice, or whatever document the seller uses to ask for payment, as evidence if there can be no doubt about its authenticity and it shows the total paid or payable (GOV.UK, Method 1, read on 2 November 2026). The general steps are in importing a car from the USA.

Is a bill of sale enough?

GOV.UK does not name a bill of sale. It names the seller's invoice or the document the seller uses to ask for payment, and the test is the same: authentic beyond doubt, and showing the total paid or payable. A private sale document that names both people, the car and its identification number, the price and the date is the kind of paper that can meet it. Ask your customs agent whether yours does, because the decision belongs to them and, in the end, to HMRC.

What if you bought it at auction?

An auction invoice usually shows the hammer price and other lines. GOV.UK says payments made as a condition of sale are part of the value, and that selling commission is included, but it also says buying commission paid to your own agent can be left out if shown separately. Which of the lines on a given auction invoice falls into which bucket is not answered by the pages we read, so ask the person making your declaration before the car ships and keep every line of the invoice.

Send the make, model, year, mileage and photos of the classic, and we will confirm a price in writing before starting.

Why do classics need more care?

What does HMRC do if it doubts the value?

GOV.UK says that if HMRC suspects the declared value is not the total paid or payable, it asks for more information and reviews it. If it still has doubts, it tells you why, in writing if you ask, and gives you reasonable time to reply before a final decision. If you disagree, you have 30 days from the date of its letter to say so and explain why. You must keep the documents for at least 4 years.

Where does a valuation fit in?

We value the car; we do not make customs declarations or decide which valuation method HMRC accepts. For a classic, a written valuation sets out the car, its condition and the comparable cars behind the figure, which can help where the paper is thin or the price is questioned. Whether HMRC accepts it is its decision. The import tax calculator on Classic Import Co shows the tax on a given value, and our guide to registering an imported car with the DVLA covers the step after the tax.

Frequently asked questions

How does HMRC value a classic car imported from the USA?

For most purchases it uses Method 1, the price paid or payable for the car, plus transport and insurance to the UK border. The seller's invoice or payment request is the evidence if there is no doubt about its authenticity and it shows the total paid or payable.

Is a bill of sale accepted as the invoice?

GOV.UK names the seller's invoice or the document the seller uses to ask for payment. A bill of sale that is authentic and shows the total paid may meet that test, but your customs agent and HMRC decide.

What if I was given or inherited the classic?

Method 1 needs a sale, and GOV.UK lists gifts as cases with no sale, so the next valuation methods are tried in order.

Need a value HMRC can look at?

Send the details and photos. We confirm the cost first, and the written valuation, with the comparables set out, is usually with you the same day.
